According to a statement posted on his official X (formerly Twitter) account, the proposed plan would see cash incentives deposited directly into the bank accounts of all residents on qualifying islands.<\/p>\n<p data-start=\"777\" data-end=\"1098\">The initiative is framed around a simple equation: Quit smoking, get rewarded. And in a country where many struggle with the rising cost of living, the offer sounds tempting. For some, it\u2019s a public health breakthrough. For others, it raises a familiar question\u2014is this a bold reform, or a calculated distraction?<\/p>\n<hr data-start=\"1100\" data-end=\"1103\" \/>\n<h3 data-start=\"1105\" data-end=\"1139\">A Health-First Administration?<\/h3>\n<p data-start=\"1141\" data-end=\"1423\">President Muizzu has repeatedly positioned himself as a reformist with an eye on long-term transformation. His tobacco policy, which includes a wide array of legislative and executive measures, aligns with his government\u2019s broader vision of a \u201chealthier, tobacco-free Maldives.\u201d<\/p>\n<p data-start=\"1425\" data-end=\"1773\">Just last month, he ratified the second amendment to the Tobacco Control Act (Law No. 15\/2010)\u2014a generational ban that will take effect in November 2025. Under the amendment, individuals born on or after January 1, 2007, will never be allowed to legally purchase tobacco products, effectively phasing out the next generation of smokers.<\/p>\n<p data-start=\"1775\" data-end=\"1817\">The government\u2019s efforts don\u2019t stop there:<\/p>\n<ul data-start=\"1818\" data-end=\"2206\">\n<li data-start=\"1818\" data-end=\"1887\">\n<p data-start=\"1820\" data-end=\"1887\">The legal purchasing age for tobacco has been raised to 21.<\/p>\n<\/li>\n<li data-start=\"1888\" data-end=\"1959\">\n<p data-start=\"1890\" data-end=\"1959\">Tobacco advertising, promotions, and sponsorships are now banned.<\/p>\n<\/li>\n<li data-start=\"1960\" data-end=\"2026\">\n<p data-start=\"1962\" data-end=\"2026\">Taxes on tobacco products have been significantly increased.<\/p>\n<\/li>\n<li data-start=\"2027\" data-end=\"2082\">\n<p data-start=\"2029\" data-end=\"2082\">Tobacco-free zones are being expanded nationwide.<\/p>\n<\/li>\n<li data-start=\"2083\" data-end=\"2206\">\n<p data-start=\"2085\" data-end=\"2206\">And most notably, import and possession of equipment used to manufacture e-cigarettes and vapes have been prohibited.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2208\" data-end=\"2423\">These sweeping measures earned international praise. Who monitors \u201ccomplete cessation\u201d? What if one smoker ruins it for an entire island? More critically, how sustainable is this reward program\u2014especially as the government faces economic pressures and mounting public debt?<\/p>\n<p data-start=\"2926\" data-end=\"3196\">Critics warn that while the campaign promotes a noble cause, it could also serve as a strategic PR move, shifting public focus away from other unresolved challenges\u2014housing shortages, corruption concerns, stalled development projects, and youth unemployment.<\/p>\n<p data-start=\"3198\" data-end=\"3390\">\u201cIt\u2019s easier to wage war on tobacco than to reform governance,\u201d one opposition councilor told Raajje24, requesting anonymity. \u201cBut health policies shouldn\u2019t become tools of political theatre.\u201d<\/p>\n<hr data-start=\"3392\" data-end=\"3395\" \/>\n<h3 data-start=\"3397\" data-end=\"3437\">Public Support with Quiet Skepticism<\/h3>\n<p data-start=\"3439\" data-end=\"3757\">Despite the political noise, many citizens seem to support the tobacco-free ambition, especially parents, health professionals, and religious scholars. Yet some are wary of the overreach and social tension the policy might cause\u2014particularly in communities where tobacco use remains deeply ingrained in daily life.<\/p>\n<p data-start=\"3759\" data-end=\"3981\">There\u2019s also concern about potential stigmatization and policing of behavior. \u201cWill we start surveilling who smokes on the beach?\u201d one Fuvahmulah resident asked online. \u201cWill my neighbor report me to get their reward?\u201d<\/p>\n<hr data-start=\"3983\" data-end=\"3986\" \/>\n<h3 data-start=\"3988\" data-end=\"4016\">A Test of Political Will<\/h3>\n<p data-start=\"4018\" data-end=\"4244\">In essence, President Muizzu\u2019s tobacco policy is both symbolic and substantial. It reflects a long-overdue prioritization of public health\u2014but it also tests the government\u2019s credibility, capacity, and political intent.<\/p>\n<p data-start=\"4246\" data-end=\"4394\">Will this be remembered as a defining reform in national health policy\u2014or just another well-publicized initiative that fizzled under its own weight?<\/p>\n<p data-start=\"4396\" data-end=\"4586\">Either way, one thing is clear: The war on tobacco is on.
